Kano governor signs bill establishing infrastructure management agency

The Kano State Governor, Alhaji Abba Kabir Yusuf, has signed into law the Kano State Infrastructure Management Agency Bill, officially establishing the Kano State Infrastructure Management Agency (KASIMA), a new body charged with regulating the erection and installation of utility infrastructure across public spaces in the state.

The signing followed the passage of the Kano State Infrastructure Management Agency Law, 2025 (1446 A.H), by the State House of Assembly. A statement issued on Friday by the Governor’s spokesperson, Sunusi Bature Dawakin Tofa, confirmed the development.

Governor Yusuf described the creation of KASIMA as a “timely intervention” to restore order, improve public safety, and promote better coordination in the development of infrastructure throughout Kano State.

“KASIMA will bring long-awaited sanity to the way utilities are installed in Kano. The current practice of indiscriminate placement of poles, masts, and cables without regulation has created safety hazards, destroyed environmental standards, and disrupted urban planning,”; the Governor said.

Under the new law, KASIMA will be empowered to regulate and supervise utility installations in public spaces, issue permits and approvals, inspect and certify safety compliance, monitor radio frequency emissions from telecom towers, and promote infrastructure sharing to minimize duplication. The agency will also maintain a centralized database of all utility infrastructure in the state and recommend the removal of illegal, abandoned, or substandard structures.

Additionally, KASIMA will serve as an advisory body to the state government on matters related to infrastructure planning and standards.

Governor Yusuf stressed that the agency is not aimed at stifling development but at ensuring that infrastructural growth is safe, organized, and aligned with modern urban planning principles.

“We welcome development and investment, but it must be structured. This agency will ensure that every utility installed in Kano is done with proper planning, safety, and the public interest in mind,”; he added.

According to the statement, the law will come into effect later in 2025. Preparations are already underway to set up the agency’s leadership, recruit technical staff, and engage key stakeholders, including utility providers and local government authorities.
