Ibas specified that the HLGAs, who were appointed by the suspended governor, Siminalayi Fubara, should submit their reports to the Permanent Secretary of the Ministry of Local Government Affairs.

This directive was conveyed in a letter dated March 24, 2025, and signed by the Permanent Secretary, Itong Awani.

The required submissions include: functions of the councils, the number of staff on the nominal roll, sources of revenue for the LGAs, and other relevant details.

According to the letter, the HLGAs are expected to submit their reports on or before Wednesday, March 26, 2025.
