Ukraine: Russia gives condition for peace

Published on April 24, 2025 at 07:14 AM

Russia has set conditions for cessation of hostilities in Ukraine, with a demand for the withdrawal of Ukrainian troops from its territory.

Moscow insists Luhansk, Donetsk, Kherson, and Zaporizhzhia regions belong to Russia following the controversial referendums conducted in 2022.

“If Ukraine withdrew its troops from these four regions—yes,” he told Le Point in response to a question on ending the war.

Peskov stressed that the four areas are already documented in the Russian constitution as “an inseparable part” of the federation.

In the disputed regions, he noted, “there are still territories that, from our point of view, are occupied by the current Kyiv regime.”

Citing the results of the referendums, Peskov advised Kyiv to hands off as the territories have “entered the administrative borders of Russia.”

The Kremlin spokesperson said his country's claim to the regions was legal, adding: “This is a de jure and de facto situation.”
